Office of Community Development

The Department of Community Development is responsible for securing, implementing and managing the Community Development Block Grant Funds that the Town receives from the U.S. Department of Housing and Urban Development. The Town receives an annual entitlement from HUD of approximately $600,000 and begins its planning process for its Annual Action Plan in December. The Town's program year begins on July 1st and runs through June 30th. The Office also serves as the Fair Housing Office for the Town of Stratford and provides information to tenants, landlords, homebuyers, prospective tenants and homebuyers, and others about their rights and responsibilities in the lease or purchase of housing.

Community Development Block Grant 2025

Thank you for your interest in submitting an application for the upcoming Community Development Year 51 Program. The Town of Stratford has determined that it should anticipate receiving approximately $615,000 as its entitlement from the U.S. Department of Housing and Urban Development (HUD).

Citizen participation has always been an integral part of the Community Development Block Grant (CDBG) Program. In an effort to maximize participation, and prior to the submission of the application for these funds, the Town must provide the residents of Stratford an adequate opportunity to comment on the needs of the community, and to present their ideas for projects and activities that might best meet those needs.

In order to receive CDBG funding, the Town must develop an Annual Action Plan. As part of this process, the Town seeks your input as to community needs, as well as the types of projects and activities it should include within its Annual Action Plan for Program Year 51 (2025) that will meet the Town’s housing and priority non-housing community development needs.

Please keep in mind that the program must primarily benefit low- and moderate-income (LMI) persons, since the Town must ensure that 100 percent of the grant will be used for activities meeting this criterion.

Community Development Block Grant 2025 Application Presentation and Public Hearing will be held on February 19, 2025 at 6:00 PM at the Baldwin Center 1000 West Broad Street, Stratford, CT 06615.
